City sending information packet to property owners in 12th Avenue planning area

MEDIA RELEASE

(STILLWATER, OKLAHOMA / Aug. 27, 2018) – This week, property owners in the 12th Avenue planning area will receive an information packet from the City of Stillwater. The packet contains a letter, two overlay ordinances and a postage-paid postcard. 

The purpose of the packet is to conduct a poll of interest from property owners for the application of either of the two overlay ordinances to their specific property.

The overlay ordinances are:

  • Neighborhood Conservation Overlay and
  • Neighborhood Mixed-Use Overlay

Property owners are asked to complete the postcard and return it by Sunday, Sept. 30, 2018.

With verification of the postcards received, City staff will determine whether to proceed with applying any of the overlay ordinances to properties in the area.

Update: 12th Avenue Public Input Meeting is on April 9

(Updated March 19, 2018) - The City of Stillwater is hosting a 12th Avenue public input meeting on April 9, 2018. City Development Services staff asks for your attendance at a meeting to discuss:

  • Neighborhood Conservation Overlay text
  • Neighborhood Mixed-Use Overlay text

  • Area for possible application of Overlay Districts

Join us at the Stillwater Community Center (315 W. 8th Ave.) Room 121, April 9 at 5:30-7:30 p.m.

12th Avenue Overlay District meeting on March 6 is canceled

MEDIA RELEASE

(STILLWATER, OKLAHOMA / Feb. 23, 2018) – The City of Stillwater announced Friday that the 12th Avenue overlay district meeting scheduled to be heard March 6 has been canceled. The neighborhood has asked for time to work with Development Services to amend texts originally applied to the overlay. Once the amendment to the texts is determined, the neighborhood will send a ballot to the property owners in the overlay district to determine interest in inclusion in the overlay.

(Updated Sept. 14, 2017) – This notice and the map are to advise you that the City of Stillwater will consider taking action on an addition to Chapter 23, Land Development Code, Article 13 Overlay Districts and an addition to the Stillwater C3 Plan, Comprehensive Plan 2030, Chapter 9 Areas of Special Interest for a specified study area. The study area is generally bound by the west side of Pine Street, 11th Avenue, Washington Street and the south side of 12th Avenue.

Four proposals will be presented pertaining to the study area which is identified on the map located on the back of this page. The proposals are:

  • No changes to the existing Land Use Plan;

  • Indicate future land use of commercial on lots that front 12th Avenue between Blakeley Street and Washington Street;

  • Indicate Neighborhood Conservation Overlay and Mixed-Use Overlay for the study area;

  • Indicate Neighborhood Conservation Overlay and Mixed-Use Overlay for expanded areas in addition to the study area.

12th Avenue Land Use Plan & Draft Overlay Proposals Presented to Stillwater Planning Commission this Tuesday

(Updated May 1, 2017) – The 12th Avenue land use plan and draft overlay district proposals are scheduled for presentation to the Stillwater Planning Commission on Tuesday, May 2, 2017. The meeting begins at 5:30 p.m. at Stillwater Municipal Building, 723 S. Lewis Street.

(Updated April 14, 2017) – City of Stillwater Development Services will lead the discussion to draft the overlay district requirements and any design requirements to incorporate buildings into the neighborhood for the study area. The study area is identified on the map at the bottom of this page.

TIME: 6-7 p.m.

From the previous input meetings, two land use plans will be presented to the Stillwater Planning Commission and to the Stillwater City Council. Plan 1 indicates no changes to the existing land use plan for the study area. Plan 2 indicates a special purpose overlay for the study area.

  • Planning Commission: Tuesday, May 2 at 5:30 p.m. at the Stillwater Municipal Building, 723 S. Lewis St. (Council Hearing Room)

At the introductory meeting on March 9, ideas for the possible land use of the area were provided. At this Consensus Meeting, three land use plan alternatives will be discussed.

Ideas for possible new zoning requirements and residential-style design requirements will also be discussed.
