June 2021 tax apportionment report

MEDIA RELEASE

(STILLWATER, OKLAHOMA / June 23, 2021) – The City of Stillwater’s June 2021 sales and use tax collection totaled $3,203,394. The collection is based off April transactions that were reported to the Oklahoma Tax Commission in May and apportioned to the City in June.

This is an increase from June 2020 total collections by $1,023,704 (46.97 percent).

The City of Stillwater’s sales tax collections in June 2021 were $2,859,220, which is up $892,092 (45.35 percent) from June 2020.

The City of Stillwater’s use tax collections in June 2021 were $344,174, which is up $131,612 (61.92 percent) from June 2020.

Hotel/motel tax remitted to the City in June 2021 totaled $68,724, which is up from June 2020 collections by $50,691 (281.10 percent). The Hotel Room Tax Annual Budget was amended on January 25, 2021, from $800,000 to $500,000.

In Oklahoma, sales tax is the largest source of recurring revenue for municipalities, and the novel coronavirus has brought many challenges and unknowns related to the dependability of that revenue source. Changes in how businesses in the community operate and in the shopping habits of citizens as well as the canceling of community events all jeopardize the reliability of local sales tax revenue.

Although Stillwater has experienced only modest effects to sales tax since the start of the pandemic, it is important to keep in mind that the City is also not experiencing overall growth, which is the desire for our local economy. The spike in tax collections over the last two months is encouraging but does not indicate a trend at this point. Lack of growth in local sales tax generation limits future opportunities for expanding City services and capital investment. The City continues to monitor sales tax collections closely as the community begins to reengage in public activities and events, and businesses rebound from the effects of COVID-19.

May 2021 tax apportionment report

(STILLWATER, OKLAHOMA / May 25, 2021) – The City of Stillwater’s May 2021 sales and use tax collection totaled $3,226,636. The collection is based off March transactions that were reported to the Oklahoma Tax Commission in April and apportioned to the City in May.

This is an increase from May 2020 total collections of $981,158 (43.69 percent) and is due to a rise in retail sales, food service sales and hotel occupancy in March.

The City of Stillwater’s sales tax collections in May 2021 were $2,867,998, which is up $839,362 (41.38 percent) from May 2020.

The City of Stillwater’s use tax collections in May 2021 were $358,638, which is up $141,796 (65.39 percent) from May 2020.

Hotel/motel tax remitted to the City in May 2021 totaled $67,094, which is up from May 2020 collections by $38,327 (133.23 percent). The Hotel Room Tax Annual Budget was amended on January 25, 2021, from $800,000 to $500,000.

April 2021 tax apportionment report

(STILLWATER, OKLAHOMA / April 22, 2021) – The City of Stillwater’s April 2021 sales and use tax collection totaled $2,529,631. The collection is based off February transactions that were reported to the Oklahoma Tax Commission in March and apportioned to the City in April.

This is an increase from April 2020 total collections by $38,334 (1.54 percent).

The City of Stillwater’s sales tax collections in April 2021 were $2,276,840, which is up $21,351 (0.95 percent) from April 2020.

The City of Stillwater’s use tax collections in April 2021 were $252,791, which is up $16,983 (7.20 percent) from April 2020.

Hotel/motel tax remitted to the City in April 2021 totaled $35,853, which is down from April 2020 collections by $18,149 (33.61 percent). The Hotel Room Tax Annual Budget was amended on January 25, 2021, from $800,000 to $500,000.

(STILLWATER, OKLAHOMA / March 10, 2021) – The City of Stillwater’s March 2021 sales and use tax collection totaled $2,523,037. The collection is based off January transactions that were reported to the Oklahoma Tax Commission in February and apportioned to the City in March.

This is an increase from March 2020 total collections by $49,926 (2.02 percent).

The City of Stillwater’s sales tax collections in March 2021 were $2,285,405, which is up $17,076 (0.75 percent) from March 2020.

The City of Stillwater’s use tax collections in March 2021 were $237,632, which is up $32,850 (16.04 percent) from March 2020.

Hotel/motel tax remitted to the City in March 2021 totaled $33,128, which is down from March 2020 collections by $11,461 (25.70 percent), which shows the effects of the current pandemic. The Hotel Room Tax Annual Budget was amended on January 25, 2021, from $800,000 to $500,000.

(STILLWATER, OKLAHOMA / Feb. 18, 2021) – The City of Stillwater’s February 2021 sales and use tax collection totaled $2,717,940. The collection is based off December transactions that were reported to the Oklahoma Tax Commission in January and apportioned to the City in February.

This is an increase from February 2020 total collections by $64,871 (2.45 percent).

The City of Stillwater’s sales tax collections in February 2021 were $2,376,241, which is up $16,848 (0.71 percent) from February 2020.

The City of Stillwater’s use tax collections in February 2021 were $341,699, which is up $48,023 (16.35 percent) from February 2020.

Hotel/motel tax remitted to the City in February 2021 totaled $30,321, which is down from February 2020 collections by $25,717 (45.89 percent), which shows the effects of the current pandemic. The Hotel Room Tax Annual Budget was amended on January 25, 2021, from $800,000 to $500,000.

(STILLWATER, OKLAHOMA / Jan. 15, 2021) – The City of Stillwater’s January 2021 sales and use tax collection totaled $2,629,437. The collection is based off November transactions that were reported to the Oklahoma Tax Commission in December and apportioned to the City in January.

This is a decrease from January 2020 total collections by $193,178 (6.84 percent).

The City of Stillwater’s sales tax collections in January 2021 were $2,331,471, which is down $209,826 (8.26 percent) from January 2020.

The City of Stillwater’s use tax collections in January 2021 were $297,966, which is up $16,648 (5.92 percent) from January 2020.

Hotel/motel tax remitted to the City in January 2021 totaled $45,691, which is down from January 2020 collections by $31,586 (40.87 percent), and shows the effects of the current pandemic.

(STILLWATER, OKLAHOMA / Dec. 11, 2020) – The City of Stillwater’s December 2020 sales and use tax collection totaled $2,677,672. The collection is based off October transactions that were reported to the Oklahoma Tax Commission in November and apportioned to the City in December.

This is a decrease from December 2019 total collections by $76,934 (2.79 percent).

The City of Stillwater’s sales tax collections in December 2020 were $2,405,493, which is down $125,844 (4.97 percent) from December 2019.

The City of Stillwater’s use tax collections in December 2020 were $272,179, which is up $48,910 (21.91 percent) from December 2019.

Hotel/motel tax remitted to the City in December 2020 totaled $59,929, which is down from December 2019 collections by $32,958 (35.48 percent), which shows the effects of the current pandemic.

(STILLWATER, OKLAHOMA / Nov. 10, 2020) – The City of Stillwater’s November 2020 sales and use tax collection totaled $2,710,582. The collection is based off September transactions that were reported to the Oklahoma Tax Commission in October and apportioned to the City in November.

This is an increase from November 2019 total collections by $13,823 (0.51 percent).

The City of Stillwater’s sales tax collections in November 2020 were $2,452,956, which is down $34,152 (1.37 percent) from November 2019.

The City of Stillwater’s use tax collections in November 2020 were $257,626, which is up $47,975 (22.88 percent) from November 2019.

Hotel/motel tax remitted to the City in November 2020 totaled $40,605, which is down from November 2019 collections by $37,794 (48.21 percent), which shows the effects of the current pandemic.

(STILLWATER, OKLAHOMA / Oct. 14, 2020) – The City of Stillwater’s October 2020 sales and use tax collection totaled $2,859,210. The collection is based off August transactions that were reported to the Oklahoma Tax Commission in September and apportioned to the City in October.

This is a decrease from October 2019 total collections by $157,377 (5.22 percent).

The City of Stillwater’s sales tax collections in October 2020 were $2,575,566, which is down $174,745 (6.35 percent) from October 2019.

The City of Stillwater’s use tax collections in October 2020 were $283,644, which is up $17,368 (6.52 percent) from October 2019.

Hotel/motel tax remitted to the City in October 2020 totaled $48,411, which is down from October 2019 collections by $26,320 (35.22 percent), which shows the effects of the current pandemic.

Stillwater’s latest tax apportionment shows impacts of COVID-19

(STILLWATER, OKLAHOMA / Sept. 17, 2020) – The City of Stillwater’s September 2020 sales and use tax collection totaled $2,483,149. The collection is based off July transactions that were reported to the Oklahoma Tax Commission in August and apportioned to the City in September.

This is a decrease from September 2019 total collections by $43,238 (1.71 percent), which shows the effects of the current pandemic.

The City of Stillwater’s sales tax collections in September 2020 were $2,248,406, which is down $48,591 (2.12 percent) from September 2019.

The City of Stillwater’s use tax collections in September 2020 were $234,743, which is up $5,353 (2.33 percent) from September 2019.

Hotel/motel tax remitted to the City in September 2020 totaled $43,483, which is down from September 2019 collections by $13,849 (24.16 percent).

In Oklahoma, sales tax is the largest source of recurring revenue for municipalities. With large segments of the economy, including businesses that generate sales tax, shutting down in mid-March 2020 to stop the spread of the novel coronavirus, the City of Stillwater’s revenues were expected to decline sharply.

Stillwater’s latest tax apportionment shows impacts of COVID-19

(STILLWATER, OKLAHOMA / August 21, 2020) – The City of Stillwater’s August 2020 sales and use tax collection totaled $2,575,854. The collection is based off June transactions that were reported to the Oklahoma Tax Commission in July and apportioned to the City in August.

This is a decrease from August 2019 total collections by $53,296 (2.03 percent), which shows the effects of the current pandemic.

The City of Stillwater’s sales tax collections in August 2020 was $2,330,277, which is down $98,915 (4.07 percent) from August 2019.

The City of Stillwater’s use tax collections in August 2020 was $245,577, which is up $45,619 (22.81 percent) from August 2019.

Hotel/motel tax remitted to the City in August 2020 totaled $36,059, which is up from August 2019 collections by $27,374 (315.19 percent). However, the amount collected in August 2019 reflects a lag of hotel tax collection because of a the transition from the City directly collecting the tax to the Oklahoma Tax Commission collecting the tax.

City sees increase in monthly sales tax collection, remains cautious amidst COVID-19 unknowns

(STILLWATER, OKLAHOMA / July 22, 2020) – Despite expectations that the COVID-19 pandemic would negatively affect municipal revenue, the City of Stillwater’s latest sales and use tax collection held steady or showed a small increase. July sales and use tax collection, which reflects May transactions, totaled $2,541,320, a 4.82 percent increase from last year. Though this is good news, the City continues to remain financially cautious.

“This spring, with so many businesses shut down and big events (including Legends Weekend, graduations and Special Olympics) cancelled, we anticipated that the City’s sales tax revenues would most likely decline,” City Manager Norman McNickle said. “We are pleasantly surprised to see we were wrong, but it’s important to remember that we are not out of the woods yet.”

McNickle pointed out there are still unknowns that may affect the City’s finances this year—including the possibility of another shut down due to the pandemic, reduction in unemployment benefits that affect personal spending, little or no federal stimulus funding, and whether traditional fall events that generate sales tax will be held or attended at the same capacity.

“The City of Stillwater continues to monitor the situation and to practice financial caution,” he said. Since March, staff have been following stricter purchasing polices, eliminating non-essential expenditures and seeking grants and federal stimulus programs to cover expenses. Many capital projects have been put on hold. “It is our goal to see that Stillwater residents receive all city-provided services and not see cuts in service.”

In Oklahoma, sales tax is the largest source of recurring revenue for municipalities. In Stillwater, 58% of general fund revenue (which is used to pay for public safety, parks, street and sidewalk projects, library, and more) is from sales tax collection.

“We encourage residents to continue shopping local,” McNickle said. “Many Stillwater businesses are offering curbside, pick up and online shopping options. These dollars spent locally will not only fund essential City services like fire or police, but they will also help Stillwater’s economy recover from the current pandemic.”

The City of Stillwater’s July 2020 sales and use tax collection totaled $2,541,320. The collection is based off May transactions that were reported to the Oklahoma Tax Commission in June and apportioned to the City in July. The City of Stillwater’s use tax collections in July 2020 was $251,975, which is up $80,727 (47.14 percent) from July 2019. Use tax is due on goods purchased outside of Oklahoma and brought into Stillwater and consumed in situations when no sales tax was charged. The City predicts this recent increase in use tax is due to the increase in online shopping across the community.
