Welcome, OSU/NOC Students!

Part of what makes Stillwater unique are the thousands of OSU/NOC students who call Stillwater home. Whether you live on-campus or off-campus, or are a new student or a returning one, we're pleased you've chosen to continue your education here.

We encourage you to get to know Stillwater, to get involved with your neighborhood, to learn local issues and to register to vote. You'll find that Stillwater has a lot to offer—a great public library; beautiful parks, trails and lakes; and a diverse shopping, nightlife and restaurant scene.


Animals & Pets

  • Animal Welfare is charged with providing immediate response to emergencies concerning animals. Contact the division for lost and found animals, adoptions, and other issues related to pets and animals. Stillwater enforces a leash law for dogs. Stillwaggin' Dog Park is located at 801 W. 11th Ave.

Parking Rules, Violations & Tickets

  • Municipal Court oversees parking in Stillwater. Here are some things you need to know about parking rules, violations and tickets.  

  • Timed parking is available on The Strip on Washington, Campus Corner at Knoblock and University, and Downtown Stillwater. If you are shopping or dining in one of these districts, be sure to ask about the City's Parking Validation Program.

Public Safety

  • You can always contact the OSU University Police or the Stillwater Police Department (9-1-1) for an emergency.

Public Library

  • Did you know as an OSU student you can also use the Stillwater Public Library? Free library cards are available to anyone who lives, works or goes to school in Payne County. The library offers study areas, Wi-Fi and computer access, and online checkout and download of ebooks and audio books. 

Renters

  • In Stillwater, you can get tickets for not mowing high grass and weeds in your yard or for keeping junk vehicles in your driveway. There are also city codes and ordinances concerning noise levels, fire alarms and the number of people who live in a dwelling. Visit the Code Enforcement Division for more information about common property code violations

University and Monroe Intersection Exclusive Pedestrian Phase (Cowboy Shuffle)

  • Nicknamed the Cowboy Shuffle, the intersection’s traffic signals are timed to an exclusive pedestrian phase where vehicles stop at all approaches to allow pedestrians to cross any leg of the intersection at the same time, even diagonally.
  • Vehicles are prohibited from making right turns on red lights.

Utilities

  • Need to start or move your utilities (electric, water, sewer, trash and recycling service)? We can help. We also answer questions concerning your billing and utility meters. After-hours emergency? Call 405.372.3292. 

Volunteer Opportunities

  • Whether you're a group or an individual, the City of Stillwater has lots of opportunities for community service. We need volunteers for special events, trash collection and much more. Email news@stillwater.org if you need more information.
