City of Stillwater Government

The City of Stillwater operates under a council-manager system. In this form of government, an elected City Council is responsible for setting policy, passing ordinances and approving the City's budget. The mayor chairs council meetings, authenticates documents and serves as the ceremonial head of the city. Stillwater City Council appoints the city manager, the city attorney and the municipal judge.

To keep moving forward, the City Council holds strategic planning sessions to evaluate and update the City’s priorities. These priorities may be modified from year to year, but they always aim to articulate the community’s need for safe and livable neighborhoods, a sustainable and vibrant economy, efficient and responsive city services, utilities and infrastructure, enhanced communications and community engagement.

Stillwater Municipal Building & Hours of Operation

Located at 723 S. Lewis St.


  • Monday through Thursday from 7:30 a.m. to 5:30 p.m.

  • Friday from 7:30 a.m. to 11:30 a.m.

Timed and open parking spaces are available in front of and within easy walking distance of the building.

City-Observed Holidays

The Stillwater Municipal Building is closed on these days. If the holiday falls on a Saturday, it is recognized on the previous Friday; if the holiday falls on Sunday, it is recognized on the following Monday.

  • Martin Luther King Jr. Day (third Monday in January)

  • Presidents Day (third Monday in February)

  • Memorial Day (last Monday in May)

  • Juneteenth National Independence Day (June 19)

  • Independence Day (July 4)

  • Labor Day (first Monday in September)

  • Thanksgiving (fourth Thursday in November)

  • Day after Thanksgiving

  • Christmas Day (December 25)
