SUA Project No. 14WC02, Water 2040
The West Highway 51 Booster Pump Station and Water Line Project is the first construction project for the Water 2040 Program. This project replaces the below ground booster pump station in front of On-Cue at the northwest corner of Highway 51 and Country Club Rd, with a new larger capacity station that will be constructed in the back of the vacant lot to the east of Ortho Oklahoma. The project also includes replacing 2 -1/2 miles of transmission water line extending from the northwest corner of Highway 51 and Country Club Rd west to Range Rd, then south along the west side of Range Rd to Range Water Tower.
Work is scheduled to commence in August 2016 and be completed by August 2017. Construction will occur within the right-of-way and in adjacent easements.
Water 2040 projects are designed to improve water distribution to the southwest area of Stillwater with additional conveyance to support growth through the year 2040. The existing water transmission line and pump station that fill Range Water Tower, located at the northwest corner of 19th Ave and Range Rd, were constructed in 1993 and are no longer reliable for meeting the growing water demands in the area.
May 4, 2016: City staff conducted a contractor pre-bid meeting. Bid opening is scheduled for May 31, 2016 with City Council award in June 2016.
Work is not expected to significantly impact traffic. In some instances, side streets and driveways will be temporarily closed to place the water line across the traveled way. The contractor is required to re-establish traveled ways at the end of each day and coordinate with any land owners prior to work requiring closure of driveways. Day-to-day water service should not be impacted by this project. There will be several times when the City must interrupt water service to make pipe connections to the existing system. These typically are completed during the work day with water being re-established before the end of the work. Notice will be provided to customers that will be impacted in advance of the interruption. Also, due to the nature of utility excavation, the possibility exists that other services could be interrupted due to unmarked utility lines or other circumstances. If you notice that your phone, cable, electricity, gas, or sewer is not functioning correctly, please notify the City or the contractor working on the premises.

August 29, 2016: On June 20th the project was awarded to Crossland Heavy Contractors. Crossland previously completed the brick brooster pump station on South Perkins Road next to the new CREC campus. Crossland will begin work on September 6th. Work will be completed with two crews, one for installation of water line and one for construction of the booster pump station. Water line work will begin within the right-of-way at the future pump station site near the Surgery Center and Ortho Oklahoma, moving east up to the On-Cue at Highway 51 and Country Club Road. Commercial businesses will be given 72-hours notice for when drives and access roads will be trenched open. Crossland will coordinate with businesses to maintain access for customers and will backfill and temporarily gravel the drive crossing until paved restoration can be completed. Westpark residents will be required to transition between Windsor and Charles Drives for access into the subdivision while pipe is being installed across each of the roads. Work across Charles Drive will be completed first and repaved before proceeding to Windsor Drive. Signage will be posted a week in advance to notify residents of the necessary bypasses.
February 21, 2017: Construction of both the water line alignment and booster pump station are on schedule. Water line installation along the north side of Highway 51 between County Club and Range Road is nearly complete. Both Charles and Windsor Drives have been crossed and repaved.
The booster pump station has been erected with a concrete masonry unit structure and brick veneer. The architectural retaining wall at America's Best Value Motel is also complete.
Final site work and fencing is scheduled to start in May.

July 13, 2017: Project is nearly complete. The Booster Pump Station and water line will be in use in July and then the previous Booster Pump Station at HWY51 and Country Club Road will be demolished.
August 10, 2017: Project is complete and Booster Pump Station and water line is in service. Contractor is currently working through some punch list items from the final inspection.
