The City of Stillwater and Stillwater Utilities Authority is replacing and upsizing a sewer line in order to alleviate sewer overflows that occur during heavy rainfall events. The 2,600 linear feet of sewer line will be upsized to 24 inch diameter, with new manholes and service line reconnections.
This project serves to increase capacity of the sewer system to handle the increased flows experienced from new development in the City's east basin sewer drainage basin.
April 1, 2016: Design for this project is in progress. The engineer is currently evaluating options for the project to determine which replacement approach will provide the best benefit to the city.
February 3, 2017: The design phase continues. A topographical survey has been conducted. City staff are negotiating rights of entries with property owners in order to conduct the geotechnical investigation.
May 4, 2018: After an extensive re-evaluation to ensure selection of the optimal project alignment, the City is continuing to pursue rights-of-entry in order to perform geotechnical analysis.
July 13, 2018: Geotechnical analysis is now complete and design engineer is reviewing data.
June 4, 2019: Design engineer is currently finalising the Preliminary Design Memo to move forward with design drawings.
November 13, 2019: Staff are evaluating and negotiating an amendment to HDR's contract for easement acquisition services.
January 13, 2020: Amendment 2 to HDR's contract was approved by SUA.
April 23, 2020: The Preliminary Design Memo is complete and HDR is moving forward with final design and easement acquisition services.
May 29, 2020: Staff are scheduling potholing for the north alignment change near Redbud Drive. HDR is progressing with easement acquisition and a hydraulic analysis for the sewer line crossing Boomer Creek on the north side of McElroy Road.
June 24, 2020: HDR submitted 60% Design plans. Staff are currently reviewing the plans and the necessary easement widths for the new sewer line.
October 21, 2020: Staff are completing final review of easement needs.
November 25, 2020: Easement and Right of Way locations are being finalized.
January 26, 2021: HDR's subconsultant, Meshek, is preparing to send letters to property owners ahead of easement survey staking.
February 18, 2021: Meshek has made contact with property owners and HDR is working on the final design drawings.
April 8, 2021: Meshek has received and is currently reviewing the appraisal reports.
May 27, 2021: Permanent Easement and Temporary Construction Easement Offer reports currently being prepared by Meshek.
July 8, 2021: Appraisal reports and offer packets have been received from Meshek and currently being reviewed by staff.
July 30, 2021: Staff provided comments to HDR and Meshek on the appraisal reports. HDR is currently working on 90% design plans.
September 14, 2021: Meshek is finalizing the Easement Offer reports and HDR is finishing 90% design plans.
December 1, 2021: Easement offer packets are currently being reviewed by staff.
January 10, 2022: 90% plans are completed and Meshek is currently making contact with property owners.
