Established in 2007, the Stillwater Business Improvement District (BID) is a special district created to make improvements — typically to infrastructure — in a given area. It is also called a self-taxing district because the property owners commit money and resources for a stable funding base that pays for services that make the area a better place to operate a business. The district consists of 11 blocks that encompass the core of downtown Stillwater.
