Utility and Billing Services

The City of Stillwater is proud to provide high-quality, customer-owned services to Stillwater. We provide electric, trash/recycling, water and wastewater (sewer) to our residents and commercial customers. 

As the Utility and Billing Services division, we are here to assist you and to answer questions about your city utilities, rates and provide billing and payment information.

The City of Stillwater's online payment system allows you to set up your user account and to make payments online or to receive paperless bills (also known as e-billing).

There are more than 10 ways to pay your utility bill. Learn about all of them.

Voicemail, email and social media platforms are not monitored 24/7. If you choose one of these methods of contact, your concern or question will be reviewed and assigned to a city staffer the next business day. 

Report Utility Problems

1) To report missed trash/recycling service or broken carts

  • Report & Track. This interactive tool that allows you to alert the City of a problem in your neighborhood or around town and follow up on it. Reports submitted during non-office hours will be reviewed and assigned to a city staffer the next business day.

2) To report power outages or water/sewer problems

  • Both systems can match your phone number with your home address and immediately begin the process to restore power. You may also request a call back to let you know that the electricity is back on.

    For this system to be most effective and customer-friendly, we ask that electric customers call from or know one of the telephone numbers listed on their City of Stillwater electric account or provide the electric meter number.

Changing Your Account Information  

We value your privacy and the security of your personal information. Should you need to change any information associated with your utility account, the easiest and most secure way is to visit our Utility and Billing Services office at the Municipal Building with a valid government-issued photo ID.

Should you need to change your information over the phone or by email, you will need to verify your identity by providing the following pieces of information:

  • Last four digits of your Social Security Number

  • Date of Birth

  • Account Password / Mother’s Maiden Name

If you cannot provide this information, or if we do not have a record of this information on your account, you will be asked to visit our Utility and Billing Services office with a valid government-issued photo ID.

Under some circumstances, you may be asked to visit us in person with proper identification even if you can confirm this information.

Changing your account information in person with proper identification could prevent identity theft and helps us comply with the Fair and Accurate Credit Transactions Act of 2003.
