General Fund Balance Analysis


Annual Comprehensive Financial Report

For more than three decades, the Government Finance Officers Association (GFOA) has awarded the Finance Department the Certificate of Achievement for Excellence in Financial Reporting.

  • The Annual Comprehensive Financial Report (ACFR) is prepared annually in a manner designed to fairly present the financial position and results of operations of the various funds and account groups of the City. The City’s Department of Finance is responsible for the accuracy of the data and the completeness and fairness of the ACFR, including all disclosures. 

  • The report consists of three sections: the Introductory Section, the Financial Section and the Statistical Section.

    • Introductory Section: This section provides an overview and summary of the City’s finances, economic prospects and achievements. Also included is the City’s organization chart, a list of principal officials and the Certificate of Achievement, if awarded, for the prior year’s ACFR.

    • Financial Section: This section includes the Independent Auditors’ Report, Management’s Discussion and Analysis (MD&A), Basic Financial Statements, Required Supplementary Information (RSI) and various other combining and individual fund financial statements and schedules.

    • Statistical Section: This section includes tables of unaudited data depicting financial, economic and demographic history for the City over the last ten years where available. It is prepared in accordance with the requirements of GASB Statement No. 44, Economic Condition Reporting: The Statistical Section.

  • Citizens' Financial Report includes summaries and highlights from the ACFR in an easy-to-read format.

Stillwater Utilities Authority (SUA) Annual Financial Statements & Reports

  • This report is an analysis of the Stillwater Utilities Authority and provides an overview of the Authority’s financial activities for the year ended June 30, in comparison with the prior year's financial results.


Single Audit Reports

  • A Single Audit is a rigorous, organization-wide audit or examination of an entity that expends $750,000 or more of federal assistance (commonly known as federal funds, federal grants, or federal awards) received for its operations. Usually performed annually, the Single Audit's objective is to provide assurance to the US federal government as to the management and use of such funds by recipients such as states, cities, universities, non-profit organizations, and Indian Tribes.
